Description: International counterterrorism efforts focus increasingly on preventing terrorism before it occurs. In Resolution 1963, the UN Security Council mandated its Counter-Terrorism Committee Executive Directorate to work with member states to develop mechanisms to address “the factors that lead to terrorist activities.” Increasingly, member states are looking to coordinate support for efforts to build counterterrorism prevention capacities on the ground. Expert interviews such as this one seek to foster discussion of what it means to build terrorism prevention capacities and, in particular, what it means for the United Nations to support such activities.
