From the Taliban takeover of Afghanistan to the rise in right-wing extremist violence, the threat from terrorism is ever evolving. At the same time, the countermeasures deployed by states have far-reaching consequences for human rights, community-government relations, and business environments. Governments frequently use concerns about terrorism and counterterrorism tactics to crack down on rights and target opponents, limit civic space, and put onerous obligations on financial institutions.
The Global Center on Cooperative Security advances a different vision of counterterrorism that puts human rights front and center. We work with grassroots organizations to address root causes and increase community resilience, deliver training to police and prison officers and judges to uphold the rule of law, and support businesses and regulators to build transparent and accountable financial systems that curb terrorism financing. By bringing together our government, private sector, and civil society partners, we promote innovative solutions that are equitable, evidence-based, and driven by those who are most affected by violence.
