The Global Center and the Inter Governmental Action Group Against Money Laundering in West Africa, known by its acronym GIABA, in collaboration with the UN Counter-Terrorism Committee Executive Directorate (CTED), hosted a three-day workshop in Dakar to share perspectives, build consensus, and foster cooperation and collaboration toward the protection of the nonprofit sector from terrorist abuse. Participants included charities regulators, policymakers, law enforcement and financial intelligence unit officials, and representatives from the nonprofit sector across West Africa, as well as officials from international and regional organizations active in this field. Discussions focused on issues related to relevant international standards and regional implementation, risk assessment, information gathering and investigation, outreach to the nonprofit sector and financial services sectors, and nonprofit organizations perspectives on governance, management, and operations.

The workshop built on a multiyear initiative of the Global Center and CTED aimed at developing a common understanding of sound regulatory approaches to counter the risk of terrorist abuse of the nonprofit sector.
