The Global Center is proud to sign on to a letter sent to the UN Secretary-General Antonió Guterres concerning his recent report (A/71/858) on strengthening the capabilities of the United Nations to assist Member States in implementing the UN Global Counter-Terrorism Strategy. This report prioritizes reforming the UN system to better play a leading role in the prevention of conflict and promotion of sustainable, inclusive peace, including enhancing the capability of the UN system to counter-terrorism and prevent violent extremism. Specifically, the report suggests to establish an Office of Counter-Terrorism to be headed by a new Under-Secretary-General, who will provide strategic leadership to UN counter-terrorism efforts.
The letter, which is signed by over 40 international nongovernmental organizations, grassroots civil society organizations (CSOs), civil society networks, and CSO representatives, points out areas where the report falls short, particularly relating to the role of civil society and the protection of human right. The letter closely follows the recommendations made by the Global Center in reaction to the initial proposal in February 2017, as well its extensive work on UN performance and reform in the area of counterterrorism, including last year’s Blue Sky III Report.
