He has a unique opportunity to learn from the successes and failures of his predecessor’s response to the terrorist threat and recalibrate U.S. counterterrorism policies accordingly. This report outlines a number of concrete steps that President Obama should take to help reframe the counterterrorism discourse, strengthen cooperation, and build capacities around the world.
