The Asia-Pacific, and Southeast Asia in particular, faces serious threats from terrorist groups that have demonstrated an ability to exploit the region’s geographical and institutional vulnerabilities, large areas insufficiently controlled by national governments, intra- and interstate rivalries, local insurgencies, and a relative lack of formal multilateral security cooperation. This report looks at the challenges and prospects for implementing the United Nations Global Counter-Terrorism Strategy in the region.
